Rapid population growth, overcrowding, shortage of supply, aging housing stock, development of slums and Katchi Abadis, sera city of land and lack of financial resources has further aggravated the situation.

The overall housing stock comprised of 39% kucha houses, 40% semi pukka houses and 21% pukka houses. The housing backlog, as estimated according to the 1998 census, was 4.3 million units. The additional annual requirement is estimated around 300,000 units, thereby, resulting in a recurring shortfall of 270,000 housing units annually.
